Interest in a proposed US ‘Gold Card’ visa continues to grow among high-net-worth investors exploring residency options in the United States.

Nearly a year after the concept was first introduced, the proposal has generated curiosity across global investment communities, including the Middle East, although many investors remain cautious while details of the program continue to evolve.

The idea behind the Gold Card appears straightforward: make a substantial financial contribution to the United States and receive expedited access to permanent residency. However, immigration policy rarely develops that simply, and the proposal remains largely conceptual.

In recent months, policymakers have taken preliminary steps suggesting that the idea is still under consideration. An online portal has been launched, allowing potential applicants to register their interest in the program, and the initiative has been referenced on the White House website.

According to Dubai-based immigration advisory firm The American Legal Center, the announcement has sparked a noticeable increase in inquiries from investors seeking clarity on whether the Gold Card could eventually become a viable pathway to US permanent residency.

Early indications suggest the program could require a financial contribution of approximately $1 million or more per applicant. While the concept may appear attractive at first glance, investors and advisers alike are questioning whether the proposal will ultimately materialize in a structure that investors can rely on.

Key aspects of the Gold Card

For now, the main aspects of the Gold Card remain undefined. Eligibility criteria, processing mechanisms, and the legal authority behind the program have yet to be clearly established. Uncertainty surrounding the proposal has also grown following the filing of a federal lawsuit challenging the program’s legality. The case argues that the initiative prioritizes wealthy applicants and was introduced without the legislative backing typically required to create a new visa category.

While the outcome remains uncertain, the legal challenge highlights a broader reality: immigration programs introduced through executive initiatives often face scrutiny before they become fully operational.

As a result, many investors exploring the Gold Card concept are also evaluating more established immigration pathways. The most prominent remains the US EB-5 Immigrant Investor Program, which has served as the country’s primary residency-by-investment framework for more than three decades.

Under EB-5, foreign investors and their immediate family members can obtain US permanent residency through qualifying investments that create jobs for American workers. Cost considerations also influence investor decisions. While the proposed Gold Card could require a financial contribution of around $1 million per applicant, the EB-5 program currently requires an $800,000 investment in a qualifying project.

Another important distinction lies in the nature of the investment itself. EB-5 capital is invested into economic development projects and may eventually be returned to investors. By contrast, the Gold Card contribution is expected to function more like a direct payment to the government.

Monitoring Emerging US Immigration Proposals: A Strategy for Investors

Shai Zamanian, a US immigration lawyer and director of The American Legal Center’s Dubai office, said that the curiosity surrounding the proposal is understandable, but investors tend to prioritize programs with established legal frameworks.

“People are naturally interested in the Gold Card concept and want to understand how it might work. But until the government establishes a clear policy structure, most serious applicants continue to focus on the EB-5 program because it already has a defined legal framework and a proven process,” he added.

As US immigration policy continues to evolve, advisers say investors will likely continue monitoring emerging proposals while relying on established pathways such as EB-5.
