The Government of Ras Al Khaimah, represented by the Public Services Department, has signed a long-term Sewage Treatment Agreement (STA) with a consortium of companies, that comprises Etihad Water and Electricity (EtihadWE), TAQA Water Solutions, and Saur International.

The Government of Ras Al Khaimah, through a long-term agreement with EtihadWE, TAQA Water Solutions, and Saur International, will develop the Ras Al Khaimah Wastewater Treatment Plant, with a capacity of 60,000 cubic meters per day, serving up to 300,000 people.

This first public-private partnership (PPP) will enhance the Emirate’s wastewater infrastructure, supporting its vision for sustainable urban development, environmental stewardship, and high-quality public services. The strong market response underscores confidence in Ras Al Khaimah’s transparent governance and its potential to attract long-term investment in resilient infrastructure.

The agreement was signed at the EtihadWE Museum within the Saud bin Saqr Energy and Innovation Complex in Al Barirat, Ras Al Khaimah, with attendees including Jasim Hussain Thabet, Group CEO and MD of TAQA Group, Eng. Khalid Fadl Al Ali, Director-General of Ras Al Khaimah Public Services Department, Eng. Yousef Ahmed Al Ali, CEO of Etihad Water and Electricity, Eng. Ahmed Al Shamsi, CEO of TAQA Water Solutions, and Christophe Tanguy, CEO of Saur Middle East.

Sheikh Ahmed bin Saud Al Qasimi, Chairman of Ras Al Khaimah Public Services Department, highlighted that the agreement aligns with the vision of HH Sheikh Saud bin Saqr Al Qasimi to make the Emirate a hub of prosperity by advancing vital projects that enhance quality of life and support sustainable development.

Sheikh Ahmed emphasized that Ras Al Khaimah’s growth is driven by innovative public-private partnerships, which improve efficiency, accelerate delivery, and ensure long-term sustainability, benefiting society, the economy, and the environment.

Khalid Al Ali, Director-General of Ras Al Khaimah Public Services Department, highlighted that the project will boost treatment efficiency, operational reliability, and infrastructure readiness to support urban expansion, sustainable growth, and environmental protection, while enhancing services for residents.

Khalid Al Ali emphasized the significance of Ras Al Khaimah’s first public-private partnership, which establishes a model for collaboration in infrastructure projects and attracts long-term investment in sustainable assets. The PPP model, he added, ensures better service quality, faster delivery, and supports sustainable development for improved quality of life.

The project will be delivered via a Build-Own-Operate-Transfer (BOOT) model, with the consortium responsible for design, financing, construction, operation, and maintenance throughout the lifecycle.

At the end of the term, ownership of all assets will transfer to the Public Services Department, following best practices in public-private partnerships. The project aims to support sustainable urban development, enhance environmental infrastructure, and drive long-term value for the community.
