Abu Dhabi Department of Government Enablement (DGE) has entered into a partnership with Inception, a G42 company, to advance Abu Dhabi Government’s ambition to become the world’s first AI-native government by 2027.

Under the agreement, the two organizations will develop and deploy advanced artificial intelligence solutions across core government operations, improving efficiency, agility, and service delivery.

At the center of the collaboration is (In)Government, a comprehensive AI-powered product suite designed to integrate artificial intelligence into government back-office functions. The initial rollout will focus on two key pillars- Procurement and Human Capital- with plans to expand into additional sectors and use cases in the future.

Transforming government procurement

The Procurement pillar, powered by (In)Procurement, aims to modernize the entire procurement lifecycle, from supplier registration to contract management and analytics.

The system will automate end-to-end supplier onboarding and introduce ‘virtual purchasing assistants’ to handle routine orders. It will also deploy AI-powered negotiation copilots and smart tools to generate Requests for Proposal (RFPs).

These capabilities are expected to improve sourcing processes while offering real-time insights into demand, spending patterns, and supplier performance.

Strengthening national talent development

The Human Capital pillar supports Mawaheb, Abu Dhabi Government’s national talent platform. Powered by Inception’s Talent Enablement Platform, the system goes beyond traditional job matching by continuously learning from hiring and retention outcomes.

By incorporating real-time labor market data, the platform refines its recommendations over time, helping align Emirati talent with sustainable and long-term career opportunities.

“Our collaboration with Inception marks a pivotal step in building the world’s first AI-native government. This initiative is about ‘domain rewiring’- rethinking entire areas of work and asking how they would be designed if built from scratch using AI. It is not only about efficiency but also about creating a fully data-driven ecosystem that delivers seamless value to citizens and residents.”

As part of the broader Abu Dhabi Government Digital Strategy, DGE has identified more than 200 AI use cases to be implemented across government entities. Over 100 of these are already in operation.

The Procurement pillar alone is projected to enable around 25 AI use cases across government entities, while the Human Capital pillar is expected to unlock 10 AI-driven use cases.

“We are proud to partner with DGE and the Abu Dhabi Government to bring the power of applied AI to the public sector. The (In)Government Suite is designed to deliver tangible and positive impact for government entities by improving productivity, enabling smarter decisions, and enhancing how services are delivered to citizens and residents. It is also a testament to how AI can be deployed responsibly to solve complex challenges and supports the Abu Dhabi Government’s vision of becoming a global hub for public sector innovation, with AI as a foundation.”

The collaboration is a step towards DGE’s strategy of domain rewiring, an approach that aims to fundamentally reimagine how governments operate. This approach also includes workforce reskilling and adapting organizational models to support AI-driven operations.

Procurement and human capital mark the first two pillars of the expanding (In)Government portfolio. Both DGE and Inception have expressed strong intent to broaden the suite to additional areas, reinforcing Abu Dhabi’s commitment to innovation, efficiency, and long-term value creation through artificial intelligence.
