The Oman’s Public Authority for Special Economic Zones and Free Zones (OPAZ) has signed a usufruct agreement with Mawarid Turbine to establish a wind turbine manufacturing and assembly plant in the Special Economic Zone at Duqm (SEZAD).

The agreement has been signed alongside two additional contracts to install six wind turbines that will generate the power needed to operate the facility. The delas were signed on behalf of OPAZ by Qais Mohammed Al Yousef, Chairman of OPAZ, and on behalf of Mawarid Turbine by Mustafa Mohammed Al Hinai, CEO of the company.

Under the agreements, Mawarid Turbine was granted usufruct rights over three plots of land, one for the wind turbine manufacturing and assembly plant, one for a single wind turbine, and one for five turbines, with plans to reserve additional land for future expansion.

The project aims to localize the wind turbine industry in Oman in line with Oman Vision 2040’s green energy targets, with the plant’s expected production capacity between 800 and 1,000 megawatts and an initial concept under development for a battery production project to support energy storage systems.

This strategic initiative reflects a commitment to renewable energy, attracting international investment, transferring advanced technologies, creating sustainable jobs, and reinforcing Duqm as a regional hub for green industries and a low-carbon economy. The first phase is valued at approximately $182 million (RO 70 million) and includes manufacturing key turbine components and blades, while the second phase will establish a factory for turbine towers and other renewable-value-chain components in partnership with local enterprises.

Eng. Ahmed Ali Akaak, CEO of SEZAD, said that the zone’s abundant wind and solar resources, strong infrastructure, and ample industrial land make it ideal for renewable energy projects. He noted that Duqm’s 2025–2030 strategy aims to establish the zone as a hub for renewable energy and future industries, with the wind turbine factory set to deliver lasting economic and industrial impact.

The CEO added that Mawarid Turbine will benefit from the zone’s capabilities and Duqm Port for local and international product distribution. The project, together with other renewable initiatives, is expected to strengthen a sustainable energy ecosystem in Duqm, a leading investment destination with investments exceeding $16.38 billion (RO 6.3 billion).

Mustafa Mohammed Al Hinai, CEO of Mawarid Turbine, stated that the project advances the company’s vision to localize renewable energy industries and build a national industrial base for Oman’s energy transition. He noted that Duqm’s strategic location, infrastructure, and integrated supply chains make it ideal for developing the wind turbine industry to international standards.

Al Hinai added that knowledge transfer and national capacity building are central to the company’s strategy, with technical partnerships and training programs designed to create sustainable value and strengthen Oman as a regional hub for renewable energy industries.

Mawarid Turbine rolls out training program

Mawarid Turbine is rolling out an integrated program to train and qualify Omani talent in partnership with Shanghai Electric Wind Power Group. The initiative includes training courses in China starting this quarter and educational programs with Omani universities to build national skills in the green energy sector.

Last year, the company has also signed agreements on technology licensing, research center development, knowledge transfer, preliminary design, and Omanisation and training programs.
