Saudi Arabia’s Minister of Municipalities and Housing Majed Al-Hogail has concluded his two-day official visit to the People’s Republic of China, aiming to strengthen international partnerships in housing, infrastructure, and smart-city development.

During the official visit, National Housing Company (NHC) has signed a series of agreements and memoranda of understanding with major Chinese firms as part of the plan to implement 100,000 Saudi-Chinese housing units by 2030.

The visit included bilateral meetings with the leadership of PowerChina, MCC, and CMEC, in which both sides explored cooperation in industrialized construction and modern building technologies to accelerate delivery and enhance the efficiency of housing projects.

Progress on ongoing projects was also reviewed, including the completion of 1,184 units with MCC and 1,824 units with Power China and Sinohydro, while encouraging both companies to join the partnership program for an additional 20,000 units. The minister also met with executives from the China Construction Seventh Engineering Division Corp, CITIC Group, and CACC to discuss expanding partnerships in urban development and EPC+F models that integrate financing with implementation.

Two framework agreements were signed to deliver more than 24,000 housing units, along with strategic agreements to support the supply chain and the construction-industry ecosystem localization through NHC’s SupplyPro digital platform. These efforts aim to strengthen and develop industrial localization, secure supply chains, and reduce construction costs.

Among the signed deals was a framework agreement with the China Construction Seventh Engineering Division to build 20,000 housing units worth $2.32 billion (SAR 8.7 billion), marking the fifth joint project between the two sides. The second project was awarded to CACC, which was also invited to participate in the 20,000-unit program. CMEC and CITIC Group held further discussions to deepen their involvement in the program and advance the localization of building materials and technology supply chains.

The minister highlighted that implementing over 24,000 housing units is a major achievement stemming from Saudi-China cooperation, marking a shift from technical collaboration to actual construction. This milestone supports the Housing Program under Saudi Vision 2030, aiming to raise home ownership to 70 percent by 2030, promote real estate sustainability, and create investment and job opportunities that enhance local content.

With strong backing from Saudi leadership, the ministry is expanding international partnerships through the National Housing Company to accelerate construction, improve quality, and integrate advanced financing and supply chain models. The minister noted that the recent China visit represents a key step in strengthening cooperation in housing and smart cities, aligning with Saudi Arabia’s rapid urban growth under Vision 2030.
