The Saudi Red Sea Authority (SRSA) has launched the Kingdom’s first regulatory framework for cruise ship operations, marking a significant step in Saudi Arabia’s strategy to transform its tourism and maritime sectors.
The SRSA’s newly issued guidelines aim to ensure safety, environmental protection, and a high-quality tourist experience from embarkation to return. Safety remains a core priority, with requirements for emergency plans, regular crew training aligned with international standards, and guaranteed availability of safety equipment, first aid, and qualified medical staff on board
The framework, announced as part of Saudi Arabia’s Vision 2030 objectives, outlines the responsibilities of ship operators, shipping agents, and ports. It also streamlines licensing procedures by integrating technical and operational standards that aim to enhance investor and consumer confidence.
Environmental protection is a key component of the new regulations. SRSA noted that the framework requires cruise ships to implement integrated waste management systems, treat wastewater, and follow a strict zero-discharge policy. Full compliance with global maritime agreements such as MARPOL and SOLAS is also mandated to protect the Red Sea’s ecosystem.
Tourist experience is central to the regulations, which require service providers at ports and onboard to deliver high-quality hospitality services. These include transportation, entertainment, catering, and tourist information. Standards for comfort and rights, complaint resolution, and itinerary change management are also clearly defined.
