Bahrain and Comoros sign MoU on digital government cooperation

The Kingdom of Bahrain and the Union of the Comoros have signed a Memorandum of Understanding (MoU) to strengthen cooperation in the fields of eGovernment and digital transformation under Bahrain’s Global Digital Government Twinning Initiative.

The initiative was launched by Bahrain in December 2024 to support the exchange of digital knowledge and expertise and promote collaboration in the development of digital government services among participating countries.

The agreement comes in line with the directives of General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the Ministerial Committee for Information and Communication Technology (MCICT), to enhance bilateral and multilateral digital cooperation with friendly countries and support their efforts to advance eGovernment and digital transformation.

The MoU was signed remotely by Mohammed Ali Al Qaed, Chief Executive of the Information & eGovernment Authority (iGA), representing Bahrain, and Said Moinou Ahmed, Director General of the National Digital Development Agency (ANADEN), representing the Union of the Comoros.

HE Mohammed Ali Al Qaed said that the MoU reflects the progress Bahrain has achieved in eGovernment and digital transformation and the experience it has developed in delivering digital government services.

His Excellency noted that Bahrain’s international cooperation initiatives are based on the importance of sharing knowledge and expertise to support the improvement of government performance and service delivery.

Al Qaed added that the agreement covers several areas of cooperation, including Bahrain’s support for the Union of the Comoros in improving its performance in the United Nations eGovernment Development Index (EGDI).

The two sides will also cooperate in the development and implementation of digital government services aimed at improving efficiency and effectiveness.

The MoU further provides for the exchange of technical and advisory expertise, as well as capacity-building initiatives related to eGovernment and digital transformation.

These efforts are intended to support institutional development and strengthen digital capabilities within government entities.

In addition, the agreement includes provisions for the exchange of official visits, the organization of training programs, workshops, and specialized sessions, and the sharing of relevant information, studies, and statistics.

The cooperation facilitates the exchange of experiences and practices in digital government development and implementation.

The Global Digital Government Twinning Initiative is one of Bahrain’s strategic programs aimed at creating a platform for cooperation and knowledge exchange in digital government.

The initiative supports joint projects and provides advisory tools, practical laboratories, and government service simulations to assist participating countries in developing and enhancing digital government services.
