The Urban Planning and Development Authority (UPDA) of the Kingdom of Bahrain has developed the Property Merging Service, as part of government efforts to enhance service quality and re-engineer procedures.

The Property Merging Service enables the study of merging adjacent properties that carry the same zoning classification, in accordance with the approved zoning maps, provided that all properties are owned by the same owner.

Under the developed Property Merging Service, the completion period of the serrvice has been reduced from 12 days to four days. The number of approvals required to obtain the service has also been reduced, leading to the simplification of procedures and the improvement of customer experience.

Ahmed Abdulaziz Al Khayyat, CEO of UPDA, said that the Property Merging Service is part of the authority’s adoption of innovative digital solutions aimed at enhancing procedural efficiency and accelerating transaction completion. He added that this contributes to improving the efficiency and quality of services, in line with digital transformation objectives.

Al Khayyat explained that the launch of the service reflects UPDA’s commitment to developing its services to reduce time and effort for institutions and enhance the effectiveness of the work system.

As part of ongoing government service development efforts, more than 1,300 services have been documented, translated, and published, with 800 services re-engineered across various sectors.

These improvements were driven by feedback from the National Suggestions and Complaints System (Tawasul), investors, and secret shopper evaluations, alongside the launch of guidance manuals and service level agreements to enhance efficiency, service quality, and the beneficiary experience in support of digital transformation.
