DP World has signed a landmark agreement with the Government of Afghanistan to develop and operate the country’s most important land border facilities at Torkham and Hairatan.
The partnership marks a significant milestone in modernizing Afghanistan’s key trade routes and strengthening its role as a vital transit hub connecting Central and South Asia.
The agreement was signed by Alhaj Mufti Abdul Mateen Saeed, Afghanistan’s Deputy Minister of Revenue and Customs, and Nasser Al Neyadi, Executive Vice-President, DP World.

DP World- Afghanistan Public-Private Partnership
Structured as a Public–Private Partnership (PPP), the agreement will see DP World undertake a comprehensive technical and financial feasibility study ahead of finalizing the concession.
The project is set to involve comprehensive infrastructure enhancements, including the construction of state-of-the-art cargo-handling systems and the modernization of border facilities. In addition, the initiative will focus on the digitalization of border processes, streamlining customs procedures, and improving data exchange.
These upgrades aim to significantly boost the efficiency, safety, and reliability of cross-border trade, facilitating faster movement of goods and enhancing overall trade competitiveness in the region.
According to the statement, the project will also prioritize local employment, skills development, and close collaboration with national partners. The Afghan government will maintain control over sovereign border functions, including customs, immigration, security, and regulatory oversight, collaborating closely with DP World to ensure smooth and secure operations.
