Dubai Future Foundation (DFF) has signed a Memorandum of Understanding (MoU) with IBM at the World Governments Summit (WGS) 2025, aimed at cementing Dubai’s position as a global hub for artificial intelligence (AI).
The partnership falls in line the goals of Dubai Economic Agenda (D33), which seeks to double the size of Dubai’s economy over the next decade and to reinforce its position among the top three global cities.
Additionally, it supports the Dubai Universal Blueprint for Artificial Intelligence, which aims to boost the adoption of AI applications and establish Dubai as a global hub for AI.
The signing ceremony was held in the presence of Omar Sultan AlOlama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, Vice-Chair of the World Governments Summit and Deputy Managing Director of Dubai Future Foundation, Arvind Krishna, Chairman and CEO of IBM, Saad Toma, General Manager of IBM Middle East and Africa and Khalfan Belhoul, CEO of DFF.

The partnership aims to establish sovereign cloud and AI innovation center in Dubai to support development and market expansion. IBM also confirmed its participation at the inaugural Dubai AI Week, which is scheduled from April 21-25. The event will bring together global AI experts, thought leaders and decision makers for a series of conferences, initiatives, and exhibitions.
As part of its support for the conference, the corporation will host workshops, masterclasses, and expert sessions. During Dubai AI Week, DFF and IBM are set to publish joint white papers.
