Dubai has entered a new era of AI-driven governance in a landmark step in its digital transformation journey, advancing an autonomous, fully integrated digital city powered by intelligent systems and unified data.

The announcement was made by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of the Executive Council of Dubai during his visit to Digital Dubai, where he reviewed progress on the emirate’s digital transformation strategy.

Sheikh Hamdan emphasized that ongoing initiatives represent not only technological advancement but also a long-term strategic investment reinforcing Dubai’s global leadership in safety, efficiency, and liveability.

Unified Digital Ecosystem within one year

Sheikh Hamdan mandated all Dubai government entities to integrate services for individuals and businesses into a single, unified digital ecosystem within one year.

The move aims to streamline service delivery through specialized platforms that reduce time, effort, and fragmentation.

His Highness stated that, “Our goal is to simplify life, reduce procedures, and enhance efficiency through seamless services that strengthen Dubai’s competitiveness as a global hub.”

The visit also marked the launch of several pioneering projects led by Digital Dubai and supported by the Digital Dubai Government Establishment and the Dubai Data and Statistics Establishment that focus on embedding artificial intelligence into public services and transforming data into a strategic economic asset.

His Excellency Hamad Obaid Al Mansoori, Director General of Digital Dubai, said that, “We take great pride in the visit of His Highness Sheikh Hamdan bin Mohammed to Digital Dubai. It reflects the continuous support and wise guidance of our leadership for empowering digital transformation and strengthening Dubai’s future readiness. At Digital Dubai, we lead this transformation in partnership with all entities, inspired by the directives and vision of our leadership. We remain committed to building a unified digital infrastructure where systems are integrated, data is connected, and artificial intelligence is embedded at the heart of proactive government services to strengthen safety and security and ensure the highest levels of happiness for the residents of Dubai. Our goal goes beyond efficiency to establishing a human-centric digital city where technology serves and protects people and supports a sustainable future.”

His Excellency Younus Al Nasser, Chief Executive of the Dubai Data and Statistics Establishment, highlighted that data is now a critical driver of economic growth.

The new ecosystem aims to establish a fully AI-driven government model, where performance is entirely data-based and supported by advanced infrastructure, including AI accelerators and a repository of production-ready machine learning models.

The initiatives are expected to deliver significant economic returns, including contributing over 2.72 billion (AED10 billion) to GDP within two years and placing Dubai among the world’s top 10 cities in government AI readiness.

The strategy also targets enabling at least 80 percent of government policies through AI-supported insights while upskilling government leadership in advanced analytics.

Sheikh Hamdan also reviewed the next generation of Government Resource Planning Systems, developed in collaboration with the Department of Finance and the Dubai Government Human Resources Department.

The systems integrate finance, human resources, procurement, and asset management into a unified digital framework, enhancing operational efficiency and decision-making.

His Excellency Matar Al Hemeiri emphasized that future readiness depends on integration before technology, with unified platforms forming the foundation of a more agile and responsive government.

Advancing smart city capabilities

The projects showcased during the visit further demonstrate Dubai’s leadership in smart city innovation. These include AI-driven systems capable of analyzing real-time urban data, agentic AI solutions that allow residents to complete government transactions through conversational interfaces, and Internet of Things (IoT) networks that detect incidents such as fires and automatically alert relevant authorities.

Such capabilities enable faster emergency response, improved traffic management, and proactive service delivery, reinforcing Dubai’s position as a global hub for digital innovation.

Collectively, the initiatives reflect Dubai’s ambition to build a fully integrated digital city where technology, data, and artificial intelligence drive economic growth, enhance government efficiency, and improve quality of life. The transformation is expected to contribute $27.2 billion (AED100 billion) annually to the economy, supporting the long-term objectives of the D33 agenda.
