The Dubai Roads and Transport Authority (RTA) has emphasized the importance of compliance with the unified contract for car rental offices, which standardizes agreements between rental companies and customers across the emirate.
The contract clearly defines the rights and obligations of both parties, ensuring transparency, protecting renters, and supporting the sustainable growth of Dubai’s car rental sector.
The unified contract applies to all licensed car rental offices in Dubai and is implemented through the Transport Activities Rental System (TARS), an automated digital platform.
By using a secure, unified system, the RTA enhances operational transparency, streamlines processes, and strengthens Dubai’s reputation as a modern, customer-focused business hub.
Ahmed Mahboob CEO Licensing Agency Dubai RTA
“RTA continues to raise the quality and competitiveness of its services, streamline operational procedures, and provide effective solutions to sector challenges. Dubai’s car rental market has shown robust growth in both registered vehicles and licensed operators, and this contract is pivotal in maintaining trust and efficiency across the sector. The unified contract is a key tool for improving the customer journey and supporting the sector through ongoing coordination with Dubai’s Department of Economy and Tourism, Dubai Police, and the Security Industry Regulatory Agency (SIRA). We have also conducted targeted awareness workshops for car rental operators to ensure smooth adoption and compliance.”
The unified contract utilizes digital verification and record-keeping to safeguard both renters and operators. Vehicle recipients are verified using a one-time password (OTP) for digital signatures, and the condition of the vehicle is documented with images at handover and return.
The contract clearly outlines the obligations of both parties, including protection against undisclosed fees, such as additional toll charges, and ensures that security deposits are refunded within the specified timeframe.
Full compliance with federal and local UAE laws and regulations is a fundamental requirement, enhancing trust and reducing disputes while increasing renter awareness, including for tourists.
Through digital solutions, stakeholder coordination, and proactive awareness campaigns, Dubai ensures its car rental sector operates with transparency, reliability, and high service standards, supporting a sector critical to tourism, business, and mobility.
