The Kuwaiti Center for Government Communication (CGC) has successfully completed the experimental launch of a state-of-the-art cellular-based emergency alert system designed to notify the public of imminent or ongoing hazards.

This mobile emergency alert initiative aims to enhance public safety by providing timely alerts directly to mobile devices, helping residents respond quickly to emergencies.

The CGC further explained that the initial phase of the mobile emergency alert system is currently compatible with Android and Huawei operating systems, ensuring wide accessibility for users. Integration with Apple’s iOS devices is planned in an upcoming technical stage, which will expand the system’s reach to include all major smartphone users across the country.

3-tier protocol for mobile emergency alert

The Center clarified that the warning mechanism of the mobile emergency alert system operates using a sophisticated three-tier hierarchical alert protocol to ensure that notifications are tailored to the severity of the situation:

Emergency Level: The highest priority tier, designed to alert users of immediate and life-threatening dangers. It triggers a distinctive, high-volume warning tone and visual cues on the device to ensure urgent attention.

Alert Level: A secondary tier that delivers timely warnings in a concise format similar to Short Message Service (SMS), allowing users to receive important notifications without the intensity of an emergency alarm.

Advisory Level: The tertiary tier, intended for less critical situations, sends silent or unobtrusive messages to provide informative updates, recommendations, or guidance that do not require immediate action.

CGC further emphasized that the system provides full user autonomy, allowing individuals to customize their notification preferences according to their needs. Users can choose which types of alerts they wish to receive or opt out entirely through their device settings, ensuring a flexible and personalized experience while maintaining public safety.
