The Abu Dhabi Department of Municipalities and Transport (DMT) has entered into a strategic partnership with Aldar to develop two integrated residential communities in Mohamed Bin Zayed City and Baniyas, delivering approximately 9,000 value housing rental units across the emirate.
The developments form part of the Value Housing Program, a government-led initiative aimed at increasing access to high-quality, affordable housing in alignment with Abu Dhabi’s long-term urban development strategy.
Under the agreement, Aldar will oversee the development, leasing, and management of the communities, while DMT will grant long-term land leasing rights.
The projects carry a combined gross development value of $762 million (AED 2.8 billion) and will contribute to Aldar’s growing develop-to-hold portfolio, which has reached $5.47 billion (AED 20.1 billion).
The initiative reflects a broader commitment to delivering a diverse housing mix that caters to different income segments, supporting the emirate’s population growth and evolving residential demand.

Well-connected, mixed-use communities
The first development, located in Baniyas along the Abu Dhabi–Al Ain (E22) highway, will comprise more than 30 residential buildings featuring a mix of housing units, retail outlets, recreational amenities, and landscaped green spaces.
The second project in Mohamed Bin Zayed City will deliver a mixed-use community combining single-occupancy accommodation and multi-tenant apartments, supported by essential retail and on-site services designed to meet residents’ daily needs.
Both developments are scheduled for completion by 2029 and will prioritize accessibility, with direct connectivity to major road networks and public transport systems.
Senior officials from both entities underscored the importance of the partnership in advancing Abu Dhabi’s housing objectives. The collaboration is expected to enhance the availability of affordable rental options while fostering vibrant, inclusive communities.
Residents will benefit from professionally managed environments featuring modern amenities, open green spaces, and integrated retail offerings, contributing to an improved quality of life.
The agreement also lays the groundwork for deeper collaboration between DMT and Aldar in future urban development projects.
