The Dubai Maritime Authority (DMA), part of the Ports, Customs, and Free Zone Corporation, has reiterated the mandatory inclusion and display of the Hull Identification Number (HIN) for all marine vessels undergoing registration, licensing, or renewal procedures within the Emirate of Dubai.

The directive applies to vessel manufacturers, owners, operators, and importers. The move reinforces the Authority’s commitment to maritime safety and regulatory compliance. It also aligns with Administrative Resolution No. (2) of 2024 on technical inspection of marine vessels, which provides the legal framework for approving inspection outcomes and issuing associated certificates.

The DMA stated that this regulation is part of broader efforts to standardize procedures and ensure adherence to globally recognized technical standards. This also reflects the emirate’s strategic direction toward establishing a safer and more efficient maritime environment.

An internationally accepted identifier, the Hull Identification Number is critical for tracking a vessel’s manufacturing and operational history. It enhances the accuracy of technical data and plays a key role in inspection and licensing processes. The Authority urged full compliance from stakeholders, highlighting the rule’s importance in safeguarding lives and property in Dubai’s territorial waters.

According to the DMA, the Hull Identification Number should be permanently affixed to the hull in a visible and accessible location. This ensures easy verification during inspections and technical evaluations. The Authority warned that failure to provide a valid and approved HIN may result in application rejection or delays in registration and licensing processes.

Additionally, the DMA stressed that the Hull Identification Number must match the official documentation submitted via its electronic system. Any discrepancies could impact the approval of inspection results or the issuance of renewal certificates. The Authority continues to work with industry partners to ensure smooth implementation of the updated regulatory requirements and maintain Dubai’s position as a leading maritime hub.
