Abu Dhabi-based technology group G42 has signed a Framework Cooperation Agreement with a Vietnamese consortium comprising FPT Corporation and Viet Thai Group to develop sovereign artificial intelligence (AI) capabilities and advanced cloud infrastructure across Vietnam.

Under the agreement, the consortium and G42 will deploy substantial cloud capacity across three data center locations in Vietnam. The infrastructure will deliver high-performance AI and cloud services to support both public and private sector workloads.

By establishing the legal, regulatory, and financial framework for national-scale AI and hyperscale cloud infrastructure, the agreement signed in Ho Chi Minh City reinforces Vietnam’s transition toward becoming an AI-native society and a leading Southeast Asian technology hub.

The initiative is designed to create the foundational infrastructure required for national AI adoption, enabling government entities, enterprises, and academic institutions to digitize services and deploy AI-powered solutions aligned with national priorities.

Backed by consumption commitments of up to $1 billion, the partnership marks a milestone in Vietnam’s digital transformation strategy and reinforces its commitment to data sovereignty and digital resilience.

The partners also acknowledged the Vietnamese government’s progressive regulatory approach, particularly in enabling hyperscale data center deployment and increasing public cloud adoption.

Complementary capabilities

The partnership brings together complementary strengths critical for large-scale deployment. FPT Corporation, Vietnam’s largest IT services provider with operations in more than 30 countries, contributes extensive technical expertise and deep local market knowledge. The diversified consumer-focused conglomerate Viet Thai Group provides cross-sector capabilities and strategic operational insight.

G42 brings advanced AI infrastructure capabilities, and its broader vision of building a global ‘Intelligence Grid’ enables AI capabilities on demand while respecting national sovereignty.

“This Framework Agreement represents a new model for national AI transformation—one built on sovereignty, partnership, and purpose. We are grateful to the Government of Vietnam for its visionary leadership and to our partners for their commitment to building infrastructure that enables Vietnam to harness AI’s full potential while maintaining data sovereignty and digital independence.”

Dr. Truong Gia Binh, Chairman of FPT Corporation, noted that, “In areas such as semiconductors, AI, cloud computing, big data, and cybersecurity, Vietnam requires trusted strategic partners. Strong commitment and mutual trust have been established, and now the focus shifts to implementation.”

David Thai, chairman and CEO of Viet Thai Group, said that the initiative positions Vietnam at the forefront of AI-driven economic development in Asia and lays the infrastructure foundation for long-term innovation and middle-class growth.

The agreement includes plans for national AI skilling and workforce development programs aimed at increasing AI adoption across government, industry, and academia.

The partners will now move into the execution phase, including finalizing workload allocation between public and private sectors, securing regulatory approvals for public cloud deployment, and commencing site development for data center infrastructure.
