The Saudi Data and Artificial Intelligence Authority (SDAIA) has issued a new Data Monetization Policy aimed at supporting the growth of Saudi Arabia’s data market by establishing key principles and regulatory guidelines for the development of data-driven products and services by government entities.

The policy is designed to strengthen the Kingdom’s data-based economy, promote responsible data usage, and create a framework that enables innovation while ensuring compliance with governance and privacy standards.

SDAIA explained that the policy seeks to encourage government and private sector entities to invest in and innovate within the data sector. It also aims to safeguard individual privacy during the development and use of products and services that rely on personal data processing, while expanding the availability of open data to enhance transparency and support wider economic and societal benefits.

SDAIA further stated that the policy applies to data held by government entities when developing, providing, or using data products and services. The scope also covers data obtained by private entities while carrying out tasks on behalf of government agencies, as well as data originally sourced from government entities through any means and for any purpose.

The authority called on all relevant entities to review the policy and comply with its provisions to ensure regulatory adherence, strengthen data governance practices, and maximize the value derived from data assets.

The Data Monetization Policy forms part of SDAIA’s broader efforts to regulate the data and artificial intelligence sector in Saudi Arabia, enhance national data governance, and support the goals of Saudi Vision 2030. The initiative also reinforces the Kingdom’s ambition to become a global leader in data and AI, particularly as Saudi Arabia has designated 2026 as the Year of Artificial Intelligence.
