Submer, a market-leading AI infrastructure provider, has expanded its technology portfolio and global service capabilities with its acquisition of Radian Arc Operations Pty Ltd, reinforcing its position as a full-stack AI infrastructure provider.

The move comes as the Middle East data center market continues to grow rapidly, with projections estimating it will reach $7.19 billion by 2031, registering a compound annual growth rate (CAGR) of 15.36 percent between 2026 and 2031.

The growth is driven by government-led digitalization initiatives such as the UAE National AI Strategy 2031 and Saudi Arabia Vision 2030, alongside broader sovereign programs prioritizing investment in domestic AI infrastructure.

Submer’s full-stack cloud offering integrates inferX, the company’s NVIDIA Cloud Partner (NCP) AI cloud and edge platform launched earlier this year, with Radian Arc’s edge GPU infrastructure platform.

The combined solution introduces a dual-plane infrastructure model designed to deliver sovereign, telecom-grade cloud services at both core and network edge levels, enabling high-performance AI workloads to operate closer to end users while ensuring data remains within national borders.

Submer platform expansion across AI infrastructure stack

Submer’s expanded portfolio now covers the full AI infrastructure stack, supported by access to more than 5GW of land and power pipelines across the United Kingdom, United States, India and the Middle East through partner consortiums. This capacity is aimed at supporting large-scale, next-generation AI deployments.

The company’s AI cloud business unit combines inferX with sovereign, telecom-focused edge cloud capabilities and AI inference services. This is complemented by end-to-end design and build capabilities for turnkey, modular data centers, catering to both enterprise-scale and hyperscale requirements.

“We have spent a decade as market leaders in liquid cooling, and that foundation has allowed us to move into something much bigger, being fully accountable for AI infrastructure from the chip level all the way through to live operations. The Middle East is a region where the ambition for AI leadership is very real, and where operators need a partner that can deliver, not just advise. Operators and governments want sovereign AI infrastructure that works today, generates revenue, and scales tomorrow. We are one of very few companies that can genuinely deliver across every layer of that stack.”

Submer’s infrastructure offering is underpinned by its expertise in IT systems and liquid cooling technologies, including in-house system design, installation, and integrated AI compute platforms incorporating networking and storage. These solutions are delivered either directly or through strategic partnerships.

The edge computing component is particularly relevant for telecom operators in the region, which are increasingly integrating AI infrastructure within their networks to support applications such as cloud gaming, real-time analytics and national digital services. Through Radian Arc, inferX deploys GPU compute, storage and networking within more than 80 telecommunications carrier networks globally, enabling operators to monetize edge infrastructure.
