The Dubai Health Authority (DHA) has appointed Almadallah Healthcare Management to manage the unified government health insurance program, ‘Enaya’, effective March 2026.
The move forms part of a strategic initiative to enhance the efficiency of Dubai’s government health insurance ecosystem and elevate service quality to international standards, reflecting the emirate’s commitment to improving quality of life and reinforcing its position as a global hub for advanced healthcare.
The Authority highlighted that this step aims to further develop healthcare service delivery by streamlining processes, improving customer experience, and ensuring integrated, accessible insurance services. This approach supports the sustainability of the healthcare sector and strengthens readiness to adapt to future developments.
Dubai’s direction underscores its commitment to providing human-centric healthcare services built on efficiency, innovation, and institutional excellence. Through Almadallah Healthcare Management, a leading provider of advanced health insurance claims solutions, the Government of Dubai’s ‘Enaya’ program will continue offering comprehensive healthcare benefits.
Saleh Sharif, Head of Administration and Client Relations at Almadallah Healthcare Management, expressed pride in taking on charge of Enaya program, highlighting the company’s alignment with the Government of Dubai’s vision for an efficient and reliable healthcare system.
He emphasized that Almadallah Healthcare Management will leverage its claims management expertise to deliver integrated, professional solutions that meet the needs of government employees and UAE nationals, while upholding the highest standards. Sharif also noted that the company’s specialized professionals are key to delivering exceptional service, building client confidence, and reinforcing its position in the healthcare sector.
Enaya health insurance program
Recognized as one of Dubai’s most advanced health initiatives, the Enaya program contributes to a more efficient, high-quality healthcare system in line with the Dubai Social Agenda 33. It serves citizens, government employees, and their families with a wide range of medical coverage options.
‘Enaya’ provides beneficiaries access to private-sector healthcare services, featuring smart systems, initiatives, controls, and performance metrics to monitor health outcomes, satisfaction, and operational efficiency. The program covers Dubai Government entities and UAE nationals, granting access to care across government facilities in Dubai and over 3,500 service providers across the emirates.
Supporting efficiency, financial stability
This step strengthens the sustainability of Dubai’s health insurance system and enhances the management of ‘Enaya’, supporting efficiency and financial sustainability. It introduces best practices in claims management, performance measurement, cost optimization, faster procedures, and digital solutions that aid decision-making, boosting the competitiveness of Dubai’s healthcare sector and the emirate’s global standing in quality of life.
There will be no changes to existing health coverage benefits, and current insurance policies remain valid. Almadallah Healthcare Management will also introduce dedicated communication channels to handle beneficiary inquiries during the transition.
