Oman Ministry of Energy and Minerals, represented by the Oman Zero Neutrality Centre, has signed a series of agreements and launched new digital platforms during Oman Sustainability Week at the Oman Convention and Exhibition Centre.
The agreements form part of the first phase of Oman’s Energy Efficiency Program for government buildings, which aims to improve energy consumption management and reduce carbon emissions across public sector facilities in line with the country’s target of achieving carbon neutrality by 2050.
The first agreement involved the signing of an energy performance contract with Innova Facilities and Energy Management Company to implement energy-saving solutions and improve operational efficiency in targeted government facilities.
The second agreement was signed with Sultan Qaboos University for the implementation of energy efficiency measures in university-owned buildings included within the program.
The Ministry also signed agreements with several national companies and institutions to subscribe to the ‘Mizan’ platform, Oman’s central digital infrastructure for managing greenhouse gas data and carbon accounting.
The platform is designed to support the collection, monitoring, and management of emissions data across multiple sectors.
Officials said that the agreements support the Ministry’s strategy to establish an integrated national framework for emissions reporting and carbon balance management while enabling businesses to improve environmental disclosure and move toward more effective emissions reduction practices. The initiative is also expected to help private sector entities benefit from economic opportunities linked to the global low-carbon transition.

As part of the event, the Ministry launched an updated version of the ‘Kowader’ platform, previously known as ‘Petrojobs.’
The platform serves as a unified electronic recruitment system for Oman’s oil and gas sector and is intended to improve the efficiency and transparency of hiring processes across companies operating in the industry.
The upgraded digital platform connects employers and job seekers through a centralized system designed to streamline recruitment procedures and support the objectives of Oman Vision 2040, particularly in the areas of digital transformation and workforce development.
In addition, the Ministry introduced the ‘Makman’ platform, an open-data initiative focused on the oil and gas exploration and production sector in Oman.
The platform provides access to a comprehensive database containing oil and gas well information, seismic survey data, and supporting technical documentation.
The MakMan platform is intended to support operating companies, oilfield service providers, researchers, and academic institutions by improving access to industry data and strengthening research, technical analysis, and decision-making capabilities within the energy sector.
