Oman’s Public Services Regulatory Authority (PSRA) has signed a memorandum of understanding (MoU) with Germany’s University of Rostock to enhance cooperation in sustainable waste management and circular economy initiatives.
The MoU aligns with PSRA’s strategic direction to benefit from leading international expertise in resource management and to maximize the economic value of waste, supporting the transition towards circular economy models while promoting both environmental and economic sustainability.
Strengthening scientific and technical cooperation
The agreement, signed by Hassan bin Mohammed Al Lawati, Director General of Economic Regulation and Markets at PSRA, and Professor Elisabeth, President of the University of Rostock, aims to foster scientific and technical collaboration.
The signing ceremony was attended by HE Maitha bint Saif Al Mahrouqi, Ambassador of Oman to Germany, alongside a number of academics, specialists, and environmental sustainability experts from the University of Rostock.
Key objectives include:
- Developing advanced models for sustainable waste management
- Promoting environmental awareness and a culture of sorting waste at the source
- Improving recycling quality and reducing dependence on landfills
- Converting waste into economically valuable resources to support circular economy trends

The MoU also focuses on enhancing institutional capacities and human resources within PSRA, particularly in areas related to legislative frameworks, regulatory policies, and modern strategies for regulating Oman’s waste management sector.
The partnership will leverage Germany’s extensive experience to improve economic efficiency and environmental sustainability in the sector.
As part of the signing ceremony, the Omani delegation visited research facilities and laboratories at the University of Rostock, as well as a local waste management company. The visits included a review of the latest technologies and applied practices in waste management and resource conversion.
Specialized scientific discussions were also held to explore joint research opportunities and technical collaboration, focusing on innovative solutions that accelerate Oman’s transition toward a circular economy.
