The State of Qatar has called for stronger global action in three key areas to improve migration governance and strengthen international cooperation at the Second International Migration Review Forum in New York.
Qatar stressed the need to expand regular migration pathways, presenting them as proactive policy tools rather than alternatives to irregular migration.
It noted that effective migration governance, particularly in the context of climate change and evolving labor markets, will play a growing role in global competitiveness.
The country also highlighted the importance of ensuring protection across the full migration cycle, from recruitment in countries of origin to reintegration upon return.
It called for a coordinated international framework that links labor and residency systems with stronger measures to combat human trafficking.
Qatar further emphasized the need to strengthen monitoring and accountability mechanisms under the Global Compact for Migration, stating that progress must be measured through clear indicators and consistent review processes aligned with its 23 objectives.
HE Undersecretary of Labour, Sheikha Najwa bint Abdulrahman Al-Thani, reaffirmed Qatar’s commitment to advancing practical, measurable progress in global migration governance and expressed readiness to work with international partners to strengthen national frameworks.

Sheikha Najwa bint Abdulrahman Al-Thani outlined Qatar’s domestic labor reforms, including the abolition of exit permit requirements and the introduction of a non-discriminatory minimum wage, described as a regional first.
The country has also established visa centers in countries of origin to strengthen worker protection before departure, alongside improved complaint and redress mechanisms.
Qatar further noted that enhanced labor oversight systems and legal accountability measures to address violations, alongside an integrated governance model that links labor, migration, residency, law enforcement, and anti-trafficking efforts.
The statement concluded with a reaffirmation of Qatar’s commitment to international cooperation with organizations such as the International Labour Organization and the International Organization for Migration, as well as continued engagement with countries of origin to strengthen labor relations and migration governance frameworks.
