QatarEnergy has signed a memorandum of understanding (MoU) with TotalEnergies, ConocoPhillips, and the Syrian Petroleum Company to cooperate on offshore oil and gas exploration activities in the Syrian Arab Republic.

The agreement provides for a joint technical review by the participating companies to assess the hydrocarbon potential of Block 3, an offshore exploration area located in Syrian waters.

The MoU also establishes a framework for technical and commercial discussions between the parties regarding the block and future cooperation related to exploration and development activities.

The signing ceremony took place at QatarEnergy’s headquarters in Doha and was attended by HE Minister of State for Energy Affairs and President and CEO of QatarEnergy, Saad Sherida Al Kaabi, together with senior executives from QatarEnergy, TotalEnergies, ConocoPhillips, and the Syrian Petroleum Company.

Commenting on the agreement, Saad Sherida Al Kaabi said that the partnership reflects QatarEnergy’s continued international growth strategy and its focus on expanding upstream oil and gas business opportunities regionally and internationally.

Al Kaabi noted that the company was pleased to work with the Syrian Petroleum Company in evaluating opportunities that could support economic development and future growth in the Syrian Arab Republic.

HE Al Kaabi added that QatarEnergy looks forward to cooperating with TotalEnergies, ConocoPhillips, and other relevant stakeholders during the technical assessment phase of the project.

According to the agreement, the initial phase will focus on reviewing geological and geophysical data to determine the exploration potential of the offshore block.

The technical review is expected to support future discussions on exploration plans, operational requirements, and possible commercial arrangements between the partners.

Block 3 is located in the Levantine Basin in the eastern Mediterranean, offshore the Syrian city of Latakia.

The block extends across waters with depths ranging between 100 meters and 1,700 meters. The Levantine Basin is considered one of the key offshore gas regions in the eastern Mediterranean and has attracted interest from international energy companies in recent years.

The agreement forms part of QatarEnergy’s broader international upstream portfolio expansion as the company continues to pursue exploration and production opportunities through partnerships with global energy companies.
