Saudi Arabia’s Ministry of Industry and Mineral Resources has launched an updated Industrial Enablers and Incentives Guide, a strategic tool designed to help investors navigate the Kingdom’s industrial sector and access available enablers more efficiently.
The update aligns with Saudi Vision 2030 and the National Industrial Strategy, aiming to stimulate high-quality investments and enhance the industrial sector’s contribution to economic diversification.
The Industrial Enablers and Incentives Guide covers six categories of incentives and support: infrastructure, advisory services, financial solutions, competitiveness enhancement, local content support, and workforce development.
Key highlights include the Future Factories Program, which promotes smart transformation in industrial facilities through digital maturity assessments, transformation planning, and concessional financing.
The Industrial Enablers and Incentives Guide also details the Standard Incentives Program, which encourages localization of new product manufacturing and attracts high-quality investments in priority sectors.
The Industrial Competitiveness Program (ICP) is featured, offering transitional solutions to improve energy efficiency and reduce production costs for existing industrial facilities.
Under the infrastructure section, the Industrial Enablers and Incentives Guide introduces the ‘Entity Within a Factory’ product, ‘MUTAMMIM’, allowing investors to establish independent entities within existing facilities without constructing new projects. It also highlights financial incentives for export activities, including participation in e-commerce platforms, international exhibitions, and marketing and certification support.
The Ministry emphasized that the Industrial Enablers and Incentives Guide supports efforts to enhance ease of doing business, expand industrial investments, and address challenges faced by investors, contributing to sustainable industrial development and boosting non-oil exports. Investors and stakeholders can access the updated guide through the ministry’s official platform.
