Saudi Arabia has retained its position as the leading country in the Middle East and North Africa (MENA) in the Government Electronic and Mobile Services Maturity Index (GEMS) 2025, issued by the United Nations Economic and Social Commission for Western Asia (ESCWA).
The Kingdom secured the top ranking for the fourth consecutive edition, achieving an overall maturity score of 99 percent, highlighting the continued progress of its digital government ecosystem.
Governor of the Saudi Digital Government Authority, Eng. Ahmed Mohammed Alsuwaiyan, stated that the achievement reflects the Kingdom’s continued efforts to develop an integrated, beneficiary-focused digital government model under the leadership’s vision. He said the progress has improved government efficiency, strengthened economic competitiveness, and accelerated digital transformation in line with Saudi Vision 2030.
Saudi Arabia ranked first among 17 countries assessed in the index, which measured the maturity of 100 priority government services delivered to individuals and businesses through digital platforms and smart applications.
The Kingdom achieved 100 percent in the Service Availability and Development indicator, 99 percent in Service Usage and User Satisfaction, and 100 percent in the Public Outreach indicator.
Digital services expand across vital sectors in Saudi Arabia
The report highlighted continued growth in digital government services across key sectors. In civil services, digital platforms have simplified the issuance and renewal of official documents, including passports, national identity cards, and birth registrations.
In the justice sector, beneficiaries can complete a wide range of procedures electronically, while digital healthcare services have improved access through remote medical appointments and more efficient service delivery. Digital solutions have also accelerated customs clearance processes and improved transaction handling.
Advanced infrastructure drives digital transformation
Saudi Arabia attributed the achievement to continued investment in advanced digital government infrastructure, stronger integration between government entities, and improved digital accessibility for persons with disabilities.
The Kingdom has also leveraged data, emerging technologies, and artificial intelligence to provide more efficient, proactive, and secure government services for citizens, residents, and visitors. These efforts include strengthening digital identity systems and secure digital channels to ensure easier access to government services.
Builds on global digital government recognition
The latest ranking adds to Saudi Arabia’s growing record of achievements in global digital governance. Earlier this year, the Kingdom ranked second globally in the World Bank’s GovTech Maturity Index (GTMI) 2025, which assessed 197 countries.
Saudi Arabia has also been selected to host the United Nations Center for Digital Government in Riyadh. Established in partnership with the UN, the center aims to support research, innovation, and international cooperation in digital government, reinforcing the Kingdom’s role in advancing global digital transformation and supporting the Sustainable Development Goals.
