Dubai Municipality has announced the launch of ‘Saeed,’ its first AI-powered virtual spokesperson to enhance digital government communication and service delivery.

Saeed will function as the official digital communication interface for Dubai Municipality, providing information on news, services, projects, and initiatives in an interactive and structured format across multiple platforms.

The initiative aligns with Dubai’s broader strategy to adopt artificial intelligence in government operations and improve the efficiency of public communication systems.

It also supports the development of digital tools aimed at improving access to information and public service engagement.

Saeed has been designed with Emirati identity features and official attire, reflecting local cultural representation in government communication.

The system delivers content in Arabic with a clear voice and is also capable of communicating in English, Urdu, and Chinese to support multilingual outreach.

Dubai Municipality stated that Saeed operates using verified official data sources to ensure accuracy and consistency in all published information.

The virtual spokesperson can be deployed across press briefings, official announcements, the municipality website, social media platforms, awareness campaigns, and public events.

In addition to external communication, Saeed will support internal communication functions, including employee updates, internal announcements, awareness messages, and simplified procedural guidance. It will also provide responses to frequently asked questions related to municipal services.

The system is planned to be integrated into ‘Hayakom’ customer service centers, where it will assist in handling customer enquiries and providing information on Dubai Municipality services through digital channels.

Saeed is also intended to support customer engagement by delivering updates on municipal facilities, services, and new initiatives, as well as providing information on recreational spaces and public amenities.

Seyed Ismail Al Hashimi, Acting CEO of the Corporate Support Services Sector at Dubai Municipality, said that the project is part of ongoing efforts to develop digital communication systems using artificial intelligence technologies.

Al Hashimi added that the system is designed to improve communication efficiency and support consistent messaging across all channels.

The Saeed functions as an integrated communication platform that supports structured information delivery and enhances coordination across internal and external communication processes.
