The Saudi Data and Artificial Intelligence Authority (SDAIA) has been advancing the digital transformation of the ‘Makkah Route Initiative’ at Istanbul Airport through an integrated, data-driven system designed to streamline procedures and enhance operational efficiency for pilgrims.

Under the Makkah Route Initiative, pilgrims complete all travel procedures in their country of departure via a unified digital platform. This includes data verification, biometric enrollment, and the electronic issuance of Hajj permits, significantly reducing processing times and easing congestion upon arrival in Saudi Arabia.

SDAIA is responsible for developing and operating the technical infrastructure that connects all participating entities within a unified digital ecosystem. The system ensures data accuracy, simplifies workflows, and enables real-time decision-making, supporting a seamless pilgrimage experience.

Advanced technical integration has enabled the rollout of smart services, including baggage coding and the electronic linking of luggage to pilgrims’ accommodations. This allows baggage to be transported directly to designated residences without requiring collection at arrival points, demonstrating the practical application of data and artificial intelligence in improving service delivery.

Makkah Route Initiative

The Makkah Route Initiative, now in its eighth year, is implemented by the Saudi Arabia’s Ministry of Interior in collaboration with multiple Saudi government entities. These include the Ministry of Foreign Affairs, Ministry of Health, Ministry of Hajj and Umrah, Ministry of Media, the General Authority of Civil Aviation (GACA), the Zakat, Tax and Customs Authority (ZATCA), SDAIA, the General Authority for Awqaf (GAA), the Pilgrim Experience Program, and the General Directorate of Passports. The initiative is supported through digital integration with stc Group.

Since its launch in 2017 (1438 AH), the Makkah Route Initiative has served 1,254,994 pilgrims, reflecting Saudi Arabia’s continued efforts to leverage digital innovation and artificial intelligence to enhance the Hajj experience in line with global service standards.
