The Gulf Cooperation Council (GCC) and the Republic of India have taken a significant step toward strengthening economic ties by signing a joint statement to initiate negotiations for a Free Trade Agreement (FTA) between the two parties.
The statement was signed by GCC Secretary-General Jasem Mohamed Albudaiwi and India’s Minister of Commerce and Industry Piyush Goyal, marking a new phase in the strategic partnership between the GCC and India.
Following the signing, Secretary-General Albudaiwi described the move as a milestone in deepening cooperation and economic engagement.
Albudaiwi highlighted India as one of the GCC’s key global trading partners, noting that expanding trade and integration in strategic sectors such as energy, food security, and technology makes closer economic collaboration a strategic necessity. He also emphasized India’s position as a hub for innovation, industry, and a large, promising market.

Comprehensive framework for negotiations
The terms of reference, signed earlier on 5 February, provide a clear and comprehensive framework for the FTA negotiations.
Albudaiwi stated that, “Both sides have agreed to explore enhanced cooperation in key strategic areas, including trade in goods, customs procedures, trade in services, and digital trade.”
The framework also addresses Sanitary and Phytosanitary (SPS) measures, Intellectual Property Rights, and support for Micro, Small, and Medium Enterprises (MSMEs), among other areas of mutual interest. This comprehensive approach is designed to keep pace with the evolving global economy and the trade dynamics of the future.

Strategic goals and future outlook
The GCC Secretary-General expressed optimism that the negotiations would culminate in a comprehensive and ambitious free trade agreement, aiming to:
- Eliminate tariff and non-tariff barriers
- Promote the flow of quality investments in both directions.
- Achieve greater liberalization in trade and investment cooperation.
Following the signing, Albudaiwi and Minister Goyal held a bilateral meeting to discuss broader cooperation and explore ways to enhance economic, investment, and trade partnerships, advancing mutual interests and strengthening strategic ties between the GCC and India.
