The Omani Ministry of Energy and Minerals has launched a digital initiative to develop integrated supply chain solutions for the energy sector, aimed at improving procurement and contract management, enhancing spending efficiency, and strengthening governance across one of Oman’s largest economic sectors, where annual supply contract spending exceeds $10.4 billion (RO 4 billion).

The initiative was launched during its inaugural meeting chaired by Mohsen Hamad Al Hadrami, Undersecretary of the Ministry of Energy and Minerals. Petroleum Development Oman (PDO) will lead the project before its future expansion to include energy companies and integration with relevant government systems.

The initiative comes as the sector’s supply ecosystem manages more than 6,000 suppliers and contracting companies and issues over 600 tenders annually, making digital transformation a key driver of operational efficiency, transparency, and governance.

The digital platform will provide end-to-end visibility across supply chains, strengthen data analytics and risk management, and support data-driven decision-making. It will also leverage artificial intelligence to transform operational data into actionable insights that improve performance and streamline procedures.

The initiative also includes digital tools to measure and monitor local content in projects and contracts, enabling more accurate assessment of Omani companies’ participation while expanding opportunities for local suppliers and contractors.

The Ministry also plans to develop a digital marketplace for energy sector products and services, allowing suppliers to showcase their capabilities in a transparent and competitive environment. The project is expected to support business growth, increase the participation of national enterprises in investment and operational opportunities, and strengthen national technical capabilities through the involvement of Omani companies in developing digital solutions, data analytics, change management, training, and operational support services.

The initiative supports the objectives of Oman Vision 2040 by enhancing economic competitiveness, improving the business environment, promoting local content, and expanding the use of digital technologies across key economic sectors. The project will be implemented in phases to deliver sustainable value to the energy and minerals sector and the national economy, with further details to be announced as implementation progresses.
